HISTORY OF SANTA IGNACIA WATER DISTRICT
AGENCY BACKGROUND
Sta. Ignacia Water District (SIWAD) was officially formed on August, 1988
through the local Sangguniang Bayan Resolution No. 49. On September 27, 1989, it
was issued a Conditional Certificate of Conformance No. 413. Subsequently, the
District received a grant from the German Kreditanstalt Fur Weideraufbau (KFW)
in 1994. As part of the Mt. Pinatubo emergency Aide Programme, the grant financed the development of a deepwell, an elevated steel
tank, a pump station and a portion of the primary distribution lines. To fully
utilize the KFW-funded facilities, the District in June 1996 was also granted
P1.383 Million level III loan by LWUA. This financed the District’s water supply
system fully operational in December 1996. the District again in 1997 received a
P2.520 Million grant from the Congressional Initiative Fund of Senator Alberto
Romulo, supplemented by another P.0324 Million loan from LWUA, to extend the
service area over the whole Poblacion and to the other parts of barangays San
Vicente and San Francisco.
In December, 2004, SIWAD entered into a P 15.6 Million loan agreement with LWUA
thru the KFW Provincial Town Water Supply Program because the Poblacion Pump
Station cannot sufficiently supply the increase in water demand. The
implementation of the project started
in February, 2005 and was completed in May, 2006. The loan package included the
construction of a deepwell with Pump Station facilities, an elevated steel tank
and pipeline expansions which covered Barangays Cabaruan, Taguiporo and
Pinpinas.
To live to its mandate, SIWAD requested for a P 10 Million financial assistance
from LWUA in March, 2009 to finance source development and pipeline extensions.
The district’s request was approved
on July
07, 2009 per
LWUA Board Resolution No. 205,
s. 2009 under
the Non-LWUA
Initiated Funds (NLIF)
amounting
to P 11.11 Million, subject to financial evaluation. A P 4.7 Million
initial fund was released in October,
2009 and was used to finance the drilling of a production well, construction of
pump station 3 and pipeline expansion going to Pugo Cecilio. The
construction/implementation of the project was temporarily stopped in March,
2010 pending the release of the remaining fund from LWUA. In March, 2012 the
District received the second and final release from the NLIF. It was used to
complete the Pugo Cecilio project and became operational on July 25, 2012.
As of December 31, 2013 , SIWAD is utilizing three (3) well sources and is
serving a total of 1,727 active
service connections. Through the hard work and dedication of its officers and
employees., SIWAD was able to withstand the hardships and challenges of time and
was able to make use of its resources in order to achieve its goal and
objectives.
The SIWAD was headed by its General Manager,
