History of Sta. Ignacia Water District

Pursuant to Presidential Decree (PD) No. 198, otherwise known as the “Provincial Water Utilities Act of 1973”, as amended by P.D Nos. 768 and 1479, and by virtue of the Local Sangguniang Bayan Resolution No. 49, the Santa Ignacia Water District (SIWAD) was officially formed in August, 1988. Upon its completion of all the requirements in converting the same to a Local Water District (LWD), SIWAD was issued a Conditional Certificate of Conformance (COC) No. 413 dated September 27, 1989 by the Local Water Utilities Administration (LWUA), the government agency tasked to regulate the operation of the Local Water Districts (LWDs).

In 1994, the District was a recipient of a grant from the German Kreditanstalt Fur Weideraufbau (KFW). As part of the Mt. Pinatubo Emergency Aide Programme, the said grant financed the first pump station facilities of SIWAD and a portion of its primary distribution lines. To fully utilize the KFW-funded facilities, the District in June 1996 availed a P1.383 Million level III loan from LWUA. This made the District’s water supply system fully operational in December, 1996.

Being a Local Water District, SIWAD’s financial viability is not dependent on any Government subsidy, but is relying mainly on its self-generating revenues and on loans/grants extended by the Local Water Utilities Administration (LWUA).

Through the implementation of several loan packages granted by LWUA, the District was able to build two (2) additional pump station facilities and underwent various improvements in order to sustain the growing demand for a safe, potable and adequate water of its eight (8) served barangays.

On December 10, 2019, SIWAD received the initial release of funds amounting to P7,705,200 followed by a second and third release in May 2023 and August 2023, respectively in connection with the construction of SIWAD’s Water Supply System Improvement Expansion Project funded under LWUA ICG as per Loan Account 4-2742 RL. The said amount was allotted for the drilling of two (2) additional Well sources located in Brgy. Nambalan and Baldios, Santa Ignacia, Tarlac, that turned out to be a failed project. Three unsuccessful drilling was undertaken as of January 2021 which prompted the Management to execute its emergency plan to drill another well nearby PS3. Finally, it was successful one and became operational last July 4, 2023 resorting the 24/7 supply of water to almost SIWAD’s eight (8)served barangays.

As of December 31, 2023, SIWAD is utilizing four (4) well sources and is serving a total of 2, 110 active service connections.

The SIWAD is under the leadership of its General Manager, Ms. Mina Joy A. Acuzar, supported by twelve (12) permanent employees .The policy making body is vested in its Board of Directors, which is composed of the following:
